ECG tariffs to go up again by 2.45% effective July 1 — PURC

Electricity tariffs for ECG customers will rise by 2.45% from July 1, 2025, following a new review by the Public Utilities Regulatory Commission (PURC)

Effective July 1, 2025, ECG tariffs for all consumer categories will increase by 2.45%, the Public Utilities Regulatory Commission (PURC) has announced.

The adjustment, part of the Commission’s regular quarterly review, aims to maintain the real value of tariffs and ensure the financial viability of utility service providers, enabling them to deliver consistent and reliable services to consumers.

However, water tariffs will remain unchanged for the third quarter of the year.

In a statement issued on Wednesday, June 25, the PURC stated that the review was carried out in accordance with its Quarterly Tariff Review Mechanism, which considers key economic indicators such as the cedi-to-dollar exchange rate, inflation, the energy generation mix, and fuel costs—primarily natural gas.

The Commission emphasised that these variables have a direct impact on the cost of delivering utility services and must be assessed regularly to sustain the sector.

The latest review incorporates a projected average inflation rate of 20.67%, an exchange rate of GHS10.3052 to the US dollar, and a rise in the Weighted Average Cost of Gas (WACoG) to USD 7.7134/MMBtu.

“The Commission has carefully analysed the existing parameters and, considering the competitiveness of industries and the general living conditions of Ghanaians, has approved a 2.45% increase in electricity tariffs across the board and a 0% increment in water tariffs,” the statement noted.

The energy generation mix for the third quarter remains unchanged, with 28.8% from hydro sources and 71.2% from thermal sources. The Commission also considered GHS488 million in outstanding revenues from previous quarters and the cost of maintaining reserve capacity to ensure grid stability.

Summary of key adjustments:

Lifeline customers (0–30kWh): Up from GHp77.63/kWh to GHp79.53/kWh

Residential users (0–300kWh): Now GHp180.19/kWh

Non-residential users (301+kWh): Adjusted to GHp202.17/kWh

High Voltage Mines customers: Increased to GHp508.09/kWh, from GHp495.93

The Commission reiterated that these reviews are not arbitrary but form part of a structured process to balance consumer protection with the sustainability of utility providers.

Consumers are advised to take note of the new tariffs and plan accordingly as the new rates take effect next month.

Meanwhile, the PURC confirmed that water tariffs will remain unchanged, holding a 0.00% adjustment rate for the third quarter of 2025.
