Legal practitioner and 2024 Vice Presidential candidate the Convention People’s Party (CPP), Wayoe Ghanamannti has renewed the desire to push for the impeachment of President John Dramani Mahama with a follow-up correspondent to the office of the Chief Justice.
Lawyer Ghanamannti notified Parliament to impeach President Mahama in October, 2025 just when Parliament went on break recently. Since the resumption of Parliament, there has not been a mention of the notice yet.
However, Lawyer Ghanamannti has since made a request to the office of the Chief Justice requesting for progress on the notice he sent to Parliament. Under Article 69 of the 1992 Constitution ‘the Speaker shall “immediately inform the Chief Justice and deliver the notice, copied to the President”, when a citizen of Ghana initiates the removal of office of the President.
Lawyer Ghanamannti recounted in the letter, “It is my presentation that our Head of State and Commander-in-Chief of the Armed Forces of Ghana, the President, in carrying out his executive functions under Articles 57 (1) and 58 (1) & (2) of the 1992 Constitution, and blatantly refusing to declare a state of emergency to halt galamsey immediately,
“when this is the most potent presidential measure at this point, to protect us, his people and preserve Ghana from devastating effect of galamsey that is leading to wanton environmental destruction, health calamity, insecurity and posing an existential threat to our nation, is breaking certain provisions of the Constitution leading to his wilful violations of Article 69 (1)(a) and 69 (1)(b)(i) & (ii) of the 1992 Constitution”.
In a letter cited by The Custodian, the Lawyer wrote to the Chief Justice stating that “under Article 69 (2) of the Constitution, the Speaker of Parliament is obligated to immediately inform you and deliver the said Noice to you. Your Lordship, during your vetting, you stated the position of the law, that “the law should be the law for everybody. Accordingly, I write to inquire whether the Speaker has informed you and also, delivered to you my Notice submitted to the Speaker on 6th October, 2025”.
Lawyer Ghanamannti’s notice to Parliament is not solely for the removal of the President but to get the him to act decisively on the matter:
“I respectfully, hope that this constitutional process would make the President take a second look at the decision, that in the end, he is our President and the one posterity will judge, and more so, the one the Constitution under Article 69 can remove from office, and to reconsider and listen to the voice of his nation. If the President declares a state of emergency in those specific areas now, his people will be happy and this lawful process will become MOOT”.
