Parliament’s Public Accounts Committee (PAC) has invited former Health Minister Dr Bernard Okoe Boye and the former Administrator of the District Assemblies Common Fund (DACF) to account for alleged financial irregularities involving a GH₵20 million payment for a proposed Parliamentary Service Hospital.
The Committee said the officials would face questions over possible breaches in the contract’s award and execution. The matter was raised when DACF officials appeared before the committee on Wednesday, April 1, 2026.
According to DACF Administrator Michael Harry Yamson, the contract was executed between the Ministry of Health and Siena Services. He noted that the project was valued at about $46.9 million, with a 15% mobilisation fee exceeding GH₵108 million.
He added that GH₵20 million was paid to the contractor on December 31, 2024. However, Committee Chairman Samuel Atta Mills expressed concern over the lack of visible progress, stating: “I have not seen the Parliamentary Service Hospital being built, and 15 per cent was over GH₵100 million, yet GH₵20 million was paid.”
The project has come under scrutiny due to the GH₵20 million mobilisation payment made before any construction began.
The disbursement occurred during former President Nana Addo Dankwa Akufo-Addo’s administration, while the project’s relocation from the parliamentary precincts to the National Security premises has contributed to delays.
