President John Dramani Mahama has signed five Bills passed by Parliament into law, awaiting implementation on various sectors of the economy.

These include;the Security and Intelligence Agencies Bill, 2025; and the University of Engineering and Agricultural Sciences Bill, 2025.

The rest are the Ghana Deposit Protection (Amendment) Bill, 2025; the Growth and Sustainability Levy (Amendment) Bill, 2026; and the Education Regulatory Bodies (Amendment) Bill, 2026.

Speaking after signing the Bills on March 31, 2026, President Mahama said the Security and Intelligence Agencies Act, 2026, removed the office of Minister of National Security, and leaves the President’s hand to appoint any minister to supervise the security agencies.

He said the Act reverses the name of the National Intelligence Bureau (NIB) to the Bureau of National Intelligence (BNI), saying this sorts out the confusion between that security agency and a very well-known Ghanaian commercial bank.

On the University of Engineering and Agricultural Sciences Act, 2026, the President said the Act sets up another University in the Eastern Region at Bunso, with three campuses, the main campus at Bunso in the Eastern Region, the second campus at Ohawu in the Oti Region, and the third campus at Acherensua in the Ahafo Region.

Regarding the  Amendment to the Growth and Sustainability Levy Act, the President the Act was amended to increase it from one per cent to three per cent, ‘and so this Act reduces the levy on mining companies again’.

He said the Act reduced it again to one per cent, because of the introduction of the sliding scale of royalties.

President Mahama said the Government Education Regulatory Bodies Amendment Act, amends the Act to take away the obligation to charter by universities.

Concerning the Ghana Deposit Protection Amendment Act, the President said this was an amendment to an original act that was supposed to guarantee deposits of the public that is held in commercial banks or financial institutions.

The Bills were presented to the President by Mr Ebenezer Ahumah Djietror, the Clerk to the Parliament of Ghana.

The signing of the Bills by the President was witnessed by Vice President Professor Jane Naana Opoku-Agyemang, Mr Julius Debrah, the Chief of Staff at the Presidency and Dr Callistus Mahama, the Executive Secretary to the President.

Others are Madam Marietta Agyeiwaa Brew, Senior Legal Advisor to the President, Dr Dominic Akrutinga Ayine, the Minister of Justice and Attorney-General; Dr Cassiel Ato Baah Forson, the Finance Minister; and Mrs Joyce Bawa Mogtari, a Senior Presidential Advisor and a Special Aide to the President.
