The Bank of Ghana (BoG) has identified 20 mobile loan apps operating without the required licence or authorisation to provide digital credit services in Ghana.
The action forms part of the central bank’s ongoing efforts to clean up the digital credit market and protect consumers from unlicensed lending activities.
In a public notice, the BoG stated that the identified loan applications are operating in breach of the Directive for Digital Credit Service Providers in Ghana, issued in September 2025.
The central bank noted that the operations of these entities involve significant violations of customer data privacy, consumer protection requirements, and established regulatory standards.

The loan applications identified by the Bank of Ghana are:

Warning to the public and financial institutions
The Bank of Ghana has advised the public not to engage with unlicensed loan providers. It has also cautioned banks, Specialised Deposit-Taking Institutions (SDIs), and Payment Service Providers (PSPs) against facilitating or processing transactions on behalf of such providers.
Apps flagged previously
This is not the first time the Central Bank flagged mobile loan applications for operating without the requisite licence or authorisation to provide digital credit services in Ghana.
In August and September, the BoG stepped up its campaign against unlicensed digital lending, urging the public to avoid 20 digital credit platforms currently operating without authorisation.
Their operations violate the Directive for Digital Credit Service Providers in Ghana, which came into force in September 2025.
The Bank warned that these unlicensed services expose consumers to serious risks, including breaches of data privacy, weak consumer protection and non-compliance with regulatory standards.
